Melissa Noriega, a former Houston city council person and Texas State representative, is running for the position of Harris County Appraisal District 2 (HCAD Place 2). This election, which few people know about, holds significant consequences for taxpayers. The HCAD Place 2 position was created due to Senate Bill 2, which introduced three positions in counties with a population over 75,000. The appointed board members of the Appraisal District determine property appraisals and ultimately influence the amount of taxes collected by the county. Noriega emphasizes that although she does not directly influence appraisals, she plays a vital role in selecting the individuals who do. As an elected official, she has the power to approve or veto the membership of the Appraisal Review Board, which handles tax appraisal negotiations.
Noriega recognizes the potential impact of these positions and believes they can bring about positive change. She highlights the need for transparency and fairness in property appraisals, citing a Brookings Institute article that reveals disparities in appraisal taxes for black families. Noriega believes that conducting studies and ensuring equal treatment for all communities is crucial. With her experience at multiple levels of government, including as a State Rep, city council person, and educator, Noriega understands the complexities of taxation and the importance of collaboration between different entities.
Furthermore, Noriega addresses the proposal to eliminate property taxes, cautioning that this would lead to a significant increase in sales taxes, disproportionately affecting those with fewer resources. She stresses the significance of having someone with a comprehensive understanding of taxation at all levels of government to protect the interests of the middle class and individuals with limited resources.

She emphasizes the importance of knowing where to vote, as there may be multiple elections taking place simultaneously in different areas of Harris County.
